In the May 2006 local elections for Newcastle Borough Council, Owen was the agent for many candidates, one of whom polled a 1400% increase in the Conservative vote. Two of the candidates in non-target wards came extremely close to unseating the sitting councillor, massively reducing previously sizeable opposition majorities. In May 2007, Owen stood as the Conservative candidate for the Keele ward on Newcastle-under-Lyme Borough Council. Owen's high profile campaign attracted great interest in the local media, and among residents and students. Owen successfully defended the Conservatives position in the ward, despite massively increased campaigning from all other parties.
